As of July 2021, more than 120 countries including China and the European Union have ratified the Kigali Amendment to the Montreal Protocol.
...and on December 27, 2020, the USA passed legislation requiring an HFC phase-down consistent with the Kigali Amendment.

The phase-down schedule for HFCs under the Kigali Amendment is as follows.  

Countries are free to enact laws, policies, rules and regulations that restrict or prohibit HFCs ahead of this schedule, and many do. Note that in the past, phase-down schedules under the Montreal Protocol have been accelerated.
